If you have court order visitation and she refuses it then you can take her to court but you have to file a motion. The arrears is seperate. But you need to do it so the court doesn't think you are just not showing up. As for arrears you need to probably go down there and find out how much you owe and go from there. At a certain amount a warrant can be issued.
I am pretty sure that it is 5000 you start seeing jail time for.
