No, no biking is allowed in Devil's Canyon.
Plenty of biking is available in McInnis Canyons NCA, but the Devil's Canyon, Fruita Paleo Area, Dinosaur Hill, and Pollock Bench areas are closed to bikes. The BLM's visitor center near the airport has free and paid maps along with additional info.
