Yes it's off leash but make sure it's at 4pm exactly not even a minute before or you'll get slapped with $150 fine like I did. Busybodies are constantly monitoring the park waiting to call the city on you!

Be careful in the winter if you have a water dog. I watched one go through the ice and the owner saved it. Then we drove the owner and their dog to where they lived. Happy ending, but scarry.
