Yes, the Rose Garden is in Julia Davis Park, behind the Boise Art Museum.

There is Julia Davis Park and Ann Morrison Park and Katherine Albertsons Park are the big ones in Boise. But the first two have Ducks and ponds in them. Katherine Albertsons Park is more a nature park for trees and flowers and seeing wild life. Ann Morrison Park is best known for feeding ducks. The Zoo is in Julia Davis Park. But there are ponds with geese the last time I was there a few weeks ago.
The zoo is part of the park, and it does charge an admission fee.

The park is a public park. There is no charge for using it. There are businesses edging up to the park. There are sections if the green belt that will be closed for maintenance, but detours are generally provided for those sections.
