The cops are not stopping those scammers controlling the sign for money are they? They demand money for pics at the front at the sign and try to control the line front.

They are indeed scammers yes. You don't need them to take pictures of you and they have no business trying to control the line. As a previous poster mentioned, just go off to the side of the sign, get everything in frame, and take a picture. Waiting in that long line is pointless as everyone treats it like a photo op for Instagram
