Yes they are. There is a picnic area there and they allow you to bring your own food and drinks in. If you park at the zoo lot, going to your car is a breeze but if you park at the outlying lots, it's a bit of a walk.
Yes children under 2 are free, and the zoo allows you to bring food in! So you can picnic with the animals! Or sit on any patio tables!

Unsure if under 2 is free. You can go to their website for this informaton. We brought a cooler with food & drinks and ate inside. Website stated we could. Lots of walking to get back to car. We found nice shaded picnic table to eat at.
