Yes, the two of them are usually housed indoors at that time.
Just saw the elephants last weekend at Festival of Lights
I'd wait till Summer, if it's a priority for you to see those tropical animals. I went last weekend & almost none of the animals were outside because of the could. some animals were available through some indoor exhibits, and some were just inside their caves.
I doubt it... Most the animals arent in their habitats already so in January when temperatures will be extreme lows I think most all the animals will be put away somewhere warm til spring
