The covered pavilions need to be rented and reserved a minimum of one week in advance. There are 3 major pavilions, 2 are locked one is open. The openings and phone number can be found at the Saint Paul Parks website: https://www.stpaul.gov/departments/parks-recreation/permits-rentals/pavilion-picnic-shelter-locations The lakeside pavilion is separate from the park picnic areas for reservations. You should contact the Dock & Paddle Como Lakeside
I would call them. The park is public, the zoo are and observatory area may be able to be reserved for special occasions I am not sure.
