This park is near many bike trails, so that's likely the best way to see it. There's a small monument in the middle, with a sort of sculpture. There's a significant stairway to the upper park. If you or your dog or bike don't like steps, stick to the lower level. From the upper park, you can see both downtown Saint Paul and Minneapolis.

A fairly large park tucked beneath the highways and overpasses of St. Paul's east side. There is a large loop that goes around a stream/pond in the center. The amount of algae in the pond and smells makes me think there might be a sewer …

Yes, they have paved trails. One part passes through a tunnel with unique spiral bricks. It looks cool.

There is a parking lot on 7th Street across from Payne, with a stoplight for the entrance.
