My dog does that,"chittering" when she's anxious or excited but I've never seen or heard her grind her teeth. She's about 12-13 years old.
Teething or TMJ / Temporomandibular joint dysfunction or they are smiling at you
That their jaw might be misaligned or a tooth may be the problem. I would definitely get your puppy checked out.
