If its potty trained and not an aggressive dog i dont see why not. Ive seen dogs in dmvs, walmart, targets, and fast food restaurants(because the person didnt want to leave the dog in the car) that arent service dogs so id say screw it there security not cops with low risk job but if it has an actual law behind it just get it as a service dog for anxiety to take everywhere.... And anyone remember there was dogs in pefect pets way back when and way back when i used to work there i would see people walk there dogs they just bought in the mall so im surpised everyone forgot those times just because of the remodel

No it is not. Most colorado malls are not unless you hsve a rescue dog permit
