Before numbers were added (PG-13, PG-17, etc.) it was just PG meaning parental guidance. And I can remember being turned away from a PG movie. But I believe the theatre can be fined if they are caught selling a ticket to a custoner who is underage. It may seem silly, but you would only pay the price of a movie ticket. The theatre's representative would be faced with a much higher price to pay.

I saw an R rated movie (couple years back) when I was 16 at this theatre with my friend. Guess it depends on how old you look.
The Star Cinema did not set this rule.
