Not officially but people do it and no one seems to mind.
A leash is required when outside the dog park. But do note that yes it is a park, BUT their are coyotes, mountain lion, skunk, possum, raccoons, large spiders, scorpions, owls. etc. in the park, and a dog, or child, allowed to run free, could be killed, or seriously injured. In a moment of stupid, during drought time, I took my medium sized dog for a walk deep into the forest trails. As it got darker, we could hear coyotes, and pretty soon we could hear them all around us. A flashlight, loud music from my phone, loud stomping of feet, etc., did not keep them from getting closer. However, by the time we got to the car, we could see their eyeshine on the paved trail behind us. I'm a full grown, woodsy type person. with a great understanding of wildlife. But I, and my dog, were terrified that day. So if they were going to take on a medium sized dog and a full grown human, they wouldn't give a second thought to taking down a child/pet.
Not outside the dog park. "People" actually do mind when dogs are off leash outside the fenced dog park, they will say something, and they will report you. Just be responsible and follow the rules and everyone has a fun, safe time :-)
No it's law.only in dog areas.but need to watch them like kids.or face the other owners if the fight.
At the dog park lease can be off or left on and they have to have their rabies shot

A leash is required anywhere outside of a dog park in SA, but if you have a friendly dog under voice command, you can let it run free here on the trails and in the woods. The occasional db might have a problem with it but if you can control your pup, go for it. There are no cops or park rangers in the woods.

So most dogs are off leash but mainly the well behave ones. Its kind of an unpoken rule from what we noticed. There is also some enclosed dog areas.
