There are pits with picnic tables. However the burn ban effects charcoal and wood grills. The park ranger told us only gas or propane grills can be used since there's no embers that fly away which could lead to fire.

They do.. But they might have a no burn or fire in effect.
Yes they do at the campsites. Was there a couple weeks ago and noticed that everybody that just spent the day there and didn't camp brought their own grill.
