It's $10 for Utah State residents in $15 for out of state residence. Depending on the time of year you go will depend on how far you have to walk down to the lake and how the parking is. They have lots of rentals for jet skis and paddle boards.
There is an entry for the park where you would have to pay. Otherwise finding a place to park and getting to the lake may be an option if you get lucky :)
