This is the best DMV I have ever encountered. It’s like a dream compared with others I have been to. The staff at the Hurricane DMV are nice and friendly. We forgot my sons birth certificate and the employee was so nice and encouraged us to run home and get it. He was still able to keep his appointment. Thank you!

Depends. Will the vehicle be normally garaged/kept or driven in Utah? If not then you need to register the vehicle in your resident state. If normally garaged in Utah then you need to provide proof of the Utah address.
Yes, you need a vehicle inspection for new registrations. Update: Vehicle safety inspections are no longer required in Utah as of January 1, 2018.

Yes I do believe you can and should be able to but don't quote me. Your best move could be to call the DMV office to save gas and ask them if you could obtain a duplicate Driver's Lisense

Permit test scores are good for 18 months from the day you took your permit test and passed, as long as your test scores are still valid by the time youre ready to get your licence, youre good to go.
You don't have to wait for 6 months when you are 18. You will have to do the Traffic and safety test before you can schedule a road test. Also you have to do 40 hours of driving, 10 hours at night.

Utah DMV said it would take 30-60 days to obtain the title. It's dependent on the state of origin. And NV is not fast. I'd call tje dealership. Often they're lax in submitting paperwork.

You will take a photo upon arrival. You will be required to pass the eye test. Submit a nonrefundable fee of $23.00. Bring your current Utah driver license if you have it. If your Utah residence address has changed from what is on your current driver license, you will be required to provide two (2) documents of your Utah residence address. Visit the Required Documentation page for what is acceptable proof. You can also submit the address change online to avoid having to provide proof when coming into the office. It is not required that you obtain a new driver license with your new residence address, you can simply change your address online within ten (10) days of moving.
I'm not a Dr nor a lawyer, but from what I've read it's up to you too share whatever information you have from your Dr with the dmv. I believe failure to do so if a situation were to arise and an injury follows could be bad news for the driver knowing they shouldn't have been on the road.
I would believe that the issuing authority (Idaho DMV) would have to do the VIN inspection.

I always do appointments. They're prioritized ahead of walk ins. Just make sure you get there on time and check in. You can stay in your car the whole time and see your place in line so you don't have to wait in the lobby. As far as paperwork the dealer should do all the paperwork for you unless you bought from an incompetent dealer like Stephen Wade. They still should but it takes forever. If you bought from out of state like I did (private party) you bring the title and pay taxes and registration. I didn't fill out anything and they helped me and I was in and out in 10 minutes. Bring the car in case they need to verify the vin. I think that's only when you buy from out of state. If you buy a car in state I don't think you need to have the vin verified. Just bring the title and pay registration.

I believe you have up to 30 days after your sticker expires. If you are waiting for it in the mail they typically take a week to 2 weeks. You should be just fine. If anything call the DMV . Hope that helps
Depending on what the appointment is for you might have to go out at least a month or so to find an available appointment. Hopefully that's what the problem is you haven't looked far enough in advance

I needed drivers license and birth certificate. It cost me for a 2017 about $171 to register and get a plate. An extra $60 to have personalized plates. And the whole process to me about 10 to 15 minutes. So easy.

The dealership you purchased the vehicle from should have sent the titling information to the local DMV. I would contact the dealership and ask them if they had sent it to your local DMV yet. If they have not asked them when they might decide to do that. Some dealerships wait until they have been completely funded from the lien holder. Once the paperwork has been sent to your local DMV normally you would meet the paperwork there to complete the titling and registration process.
The owner should contact the DMV and request a replacement title, which can be signed over to the purchaser.
Have you checked the numbers on your house or mailbox? Different house numbers will be your first indication that your address has changed.
