Do the elevators go out of service often?

Orange is out to where only one elevator works. The others are ok Except now the parking garage does not work.

In my building they go out a few times a year but fortunately there are 2 elevators so one is always working so far. Now the parking garage elevator goes out quite often. As a matter of fact see the photo as of this morning.
