We are not able to simply swap a nonworking iPhone for a new one. The normal process is that we determine the problem with the phone, then we either repair it in shop, or if it is something we can't repair here, we send the iPhone to Apple for service. Sometimes, Apple decides to send a replacement iPhone instead of having us send it in for service, but we do not make that decision, Apple does. If the phone is under warranty, and eligible for service, there is no charge to the customer. If the phone has accidental damage (Cracked display, liquid damage, etc.) then there is a fee for service even if the device is under warranty as accidental damage is not covered unless you have AppleCare+. Bring the phone by the shop and we can take a look to figure out the correct course of action.
Yes they do. There is prbly a fee charged by Apple to do this unless under warranty.
