APA and most Vet offices will scan the puppy for free.

Yea, APA can scan for a chip, there is no fee. Also, most vets will check for a chip for you as well (no fee), and Austin Animal Center can check for microchips too. If she does have a chip, and you cant get in touch with the owners, send the chip info to Austin Animal Center and they can help investigate further. Thank you for doing the right thing!
