Are you asking in general or are you taking your dog to the animal center? In general if your dog bites someone regardless of severity I'm sure in this day and age they can press charges. This is probably a better question for laywers/law enforcement
As long as the bite didnt break skin, there are no consequences.
Id ask not sure I'm pretty sure it says enter at your own risk though
