Because alot more goes on in a shelter than you'd think. They ask you to leave a short message and call back number for a reason so do it or just show up. If you have anymore questions I might be able to assist you.
There are only about 4-5 customer service associates there daily, unfortunately they can not answer the phone at all times. If you leave a voicemail or call 311 and leave a message, someone will get back to you as soon as they can.
