I’ve been submitting request in regard to adopt a dog in foster care. No responses . How can I actually speak to SOMEONE about the situation. What am I doing wrong?

Their system is set up to where you have to make a phone call you get in line on a Q and you have to physically go there to speak to anyone I recently adopted two pets there
