It's open to a point. You can go a good ways into it. My family enjoyed getting to see it. Be sure to watch your step. It's not a smooth surface and are some water spots. But plenty of area to walk and not get wet

Hello, and thanks for the question. The area is open to the public and there are no organized tours. When you first drive into the recreational area, look on the right side of the road for the payment box - this is a US Fee area and payment is required. The box is located in a pullout on one of the switchbacks. Park anywhere in the lot - everything is easy walking distance. Don't miss the views of Issaquena falls from the top (to the right side of the parking lot) and from the bottom if you are up for the steep scramble down and back upslope. The tunnel is to the left of the parking lot, and up a short hill. You may enter and proceed as far as you'd like - there is a gated closure at the back that prevents further exploration, but you can enter the tunnel unimpeded and go quite a distance before reaching this gate. Flashlights and shoes for grip on wet surfaces are highly recommended, as there are constant water seeps in the tunnel and no lights!

It is open to the public. I've been twice and there isn't a tour. You do not need reservations. You walk up a small hill and at the top you will see the entrance to the tunnel.
