I can answer this. I lived in the apartment directly above the weight room, and mine was not the only apartment right above it. I would be awakened at all hours of the morning along with my neighbor but very loud music, dropping of weights and general clanging. My bedroom floor did nothing to block the sound. It wasn't just to annoy you or to save money, I know several of us that lived above it were either kept awake late at night by it or woke up several hours before work by it.
I believe it is an excuse to cut expenses. The electric bill for the common areas went up even though more people have moved in??? On the health side. Working out at night is highly unhealthy. But anyways the gym should remain open or provide free passes to a gym that will stay open at night.
