My dog and I were attacked two times without a warning bark from a dog in the facial area and the dog had been deemed vicious in the past, yet charges were dropped. I feel guilty, but I worry about my dog’s life and my own. What will happen to it?

If multiple attacks happen when you report them they get euthanized. Since you dropped the charges then it would have to happen again for the dog to have anything happen to it. Talk to the owners about taking the dog to a no kill shelter instead of reporting it.

Don't know if intensive behavioral training classes would help out the aggressive dog legally or not. I think euthanasia is likely course.
