I have a stray cat that will not leave my front door. I have been feeding him but I I have 2 dogs and cannot bring him inside. I am worried about the next week getting so cold. Can I take him to the Dumb Friends League? He is so sweet!!

Its free if its not your cat. But yes catch him and take him and save his life.

Yes, you drive to the back of the shelter and wait to surrender the cat. They ask for a donation of 30.00. If you can't afford to donate, they'll take the cat, anyway.
