Not necessarily. If you don't have the pass, you can pay for one day parking for $10. The Discover Pass is $30 and good for one year at any WA state Park so it's recommended you get the pass. Otherwise you'll pay for a day-use parking fee.

Discover pass not required, however it is $10/day without. Most of the time the pay station is on the honor system, but the park rangers do check payment envelopes once in awhile.

I parked there for 3 hours a few days ago. Free parking. I didn't see a pay for parking sign.
