I have a friend interviewing for passport renewals on October 31st in Atlanta and travelling to Naija Nov 14th with his family. If he uses priority mail return envelope from USPS, what are the chances he'll receive his family's passports by Nov 7th?

Go to the Consulate office with your airline tickets for everyone traveling and apply for expidite processing for your passports. It will cost you more money per passport but you may get your passports within 14 business days. Otherwise, you may have to request for Emergency Travel Documents from the Consulate General.
