Yes. I would suggest paying after the biometric process. Also, It's best to get the $65 USPS money order before you travel...just to make sure you have everything together. Also, don't forget usps express shipping envelope, hard copy of your itinerary, and copy of expired passport data page. These folks are very particular...have all these things to avoid hiccups.
Come to ATL with the cash. U can buy money order at the building next to the consulate. If you want same day seevice, come with a paid itinerary showing that u r traveling within 3 days. Or else, u can pay for any other services u choose to do.
I think it is better you hold your cash. I am not quite sure how it works.
