I would say yes on the park side when you first drive in. There is a long wide walk and bike path you could check out. Or just stop at one of the overlooks plenty to see.
Just the beach, there are some areas of concrete leading up to the sand but not down to the shore
At the Beach I was at ( Beach 8) there was a walkway. Then it went into the sand, so I wwnt to say no
