Why do you need a referral to house the homeless? What do you do for a homeless person if they have no where to go?

Some require referrals to certin locations because their maybe minors or issues of violence. This helps limit liability.

They do NONETHING

I don't know the details but it doesn't seem to be about caring. They receive funding from the government churches and other contributions. All are limited and subject to verification requirements. They do what they can but resources and housing are not there.
