Demand Ombudsmen do return visit. Call akso Licensing and Certification and file complaint in their state inspector teams. They are also more powerful than Ombudsmen and can fine the facility or if find many serious complaints can yank their license. Get photos and document frequency time if day, staff names you try to resolve issue to give your concerns more attention. Details important esp when file complaint but nothing done to correct problem. You can get book if regulations to see what regulation being violated.
DISCLAIMER: I am NOT a lawyer, I'm just posting the information I have learned, in my 3 year struggle to get care, or to see agencies held accountable for their fraud. The proper agency for reporting abuse is Adult Protective Services. I think the best way to report would be to make an appointment with a banker, since they are mandatory reporters, and you'll be able to sit down and talk with them. I am actually the victim of similar circumstance. I am not in a home, but am dealing with neglect and medicaid fraud by a provider (that is what SHOULD give the state the impetus to act.) The Attorney General's office won't actually assist. They will defer with either jurisdictional or procedural claims. (You can file a Freedom of Information Act request to see what they did to establish jurisdiction, if they do that.) The state has a vested interest in maintaining status quo, unfortunately. The ONLY way I have seen them do anything is when they are compelled by a court or public pressure.
