Their is cat, chipped, that has a home. But, the owners are neglecting her in favor of the Other cat. They leave her out days and nights. I fear she is quickly becoming a stray cat. Should I call Animal Welfare?

If the cat is infertile (fixed) and is not being a public menace, it may be fine that it roams the neighborhood, working as local pest control at the owner's expense. In my experience, cats that are comfortable outside generally prefer the stimulation provided by the uncaged life. If the animal stays healthy and is not a nuisance, then it's maybe best to consider it free labor. 😂
