Why does no one answer the phone when trying to contact a local representative? Also, why is the voicemail box always full? Is this on purpose so that no one can leave a message?

I have never had an issue calling the 800 number to get help. The local reps are very busy with customers who do not book online. Customer service is a thankless job in these times of staff shortages.
