Can you swim or wade in the water?

The sections next to the path are very shallow, only couple of inches

Yes the water's not very much deep it's just a shallow stream

The stream is very shallow. There is a tiny bit of beach on the river but there's a drop-off into deep water just beyond it and I believe Scenic Hudson prohibits swimming at all their parks.
