Geek Squad can unlock it for you by using iTunes but you have to have proof of purchase that shows the iPads serial number. Without proof of purchase they are required to treat it as stolen. If it's locked with an apple ID you need that login to complete a reset.
If it's from AT&T or Verizon you have to take it to the actual store. That's what we had to do with ours. If your wanting to take it to another carrier.
David, you'll need to use iTunes on your PC or Mac to unlock your iPad. Be sure to log into iTunes with same AppleID that is on the iPad. You should then be able to reset the iPad back to factory settings and restore the app s installed. (Be sure backup is checked.)
