Because it's a bank not 7/11 that's all we need is for someone to go freshen up before they put the ski mask on. They don't want you in there hanging out. Do your business and leave it's not personal it's for everyone's safety
The bank is old, the septic system is old. The things that people flush down public toilets damage the dated septic system. Abuse by the general public is the reason the restroom is no longer open to everyone. At a branch level money is not made by servicing checking and savings accounts. Unless you have loans or investments, they lose money servicing you as a customer.

I've been in the restroom at Huffman Wells Fargo. It was located right by the entrance door.
None of the Wells Fargo branches are allowing public restroom use due to COVID-19 Protocol.
