Just walk in the front (where the ridiculous metal sculpture is) and go to the elevators directly behind the security desk, and then get in one and push 60.

Hint: other photographers make note of which elevator banks take get to the 60th floor and just go take pictures. If you look like a tourist, dangle your photo luggage, and look lost, then the frontdesk guard will point you to the little sign (in the corner that is easily mussed) that says "not open to public." They are typically lenient and mostly concerned about keeping their tennants safe from questionable folks.
