You can call and ask if that is doors open or band start time, that is pretty early for a show to start so i would guess it is doors.
The doors open at that time. General admission is no seat, but there are raised areas on both sides where a wheelchair would be able to see the show.
They have handicap seating. On the main level on both sides of the stage. There are signs.

There aren't really seats on the floor. You definitely want to show up early so you can find some of the few seats that are available. They may have a special line for special needs individuals. You may want to call and ask.
Usually it means that is when the band starts, they open up about 45-30 min ahead. As far as handicapped, I really don't know, I know u can't get to the floor if ur in a wheelchair
from my experience there is an incline and some chairs that are handicap accessible, and I would arrive early as usually that's when the doors open
