Yes, to an extent. There are sidewalks in the park, and paved parking lots. Further out beach ground is hard enough for strollers yet bumpy, and as you get closer to the shore it becomes harder to push a stroller because of the more loose sand and shells
Does it have off road or sand tires?
Yes you can. Except for when climbing on the roof.
