Yes. Constitution does not guarantee snowboarding rights, lol. Court ruled that Alta has sole discretion.

At a National Park a restaurant gets a permit. The restaurant chooses to serve hamburgers, fries, and the like. Can you/should you force/sue the restaurant for not serving sushi or breakfast or whatever food you want but it doesn’t serve? The restaurant is on public land after all. Or do you choose a different restaurant which serves the food you want?
