Usually tracks are not open for public use. But they are available to drive on during track days run by various organizations such as driving schools. These events are typically open to the public and have an entrance fee and as long as your vehicle can pass tech inspection and be safely tracked you're good to go. Usually these events have accommodations for novices & people that have never driven on a track before. If you want to see about getting access to the course exclusively for yourself and/or a group of others you're going to have to contact the event organizer or something like that at njmp directly
