Certain areas only but get something to lay on and have a picnic anytime!
You can grill only by the water fountain/lion statue, on the North Newark side by the Park Ave entrance to the park. No where else in the park allows grilling. And if I'm not mistaken they're are grills there already so you'll know your in the right area. But bring your own to be on the safe side, literately. Hope this helps, enjoy.
