One great point is that it's a huge park, stay in the Belleville area, it has three great playgrounds for little ones and is the cleanest part for picnics, the Cherry blossoms are beautiful there right now also.

Yes, you can picnic. There are many beautiful sites. I don't believe you can grill. This time of year, the Cherry blossoms are in full bloom, o gorgeous.
You can have a picnic but you are not allowed to grill in the park. If you want to barbecue you can go to Essex County South Mountain reservation they have picnic areas with built-in grills and tables
