I've seen people doing their pictures there but is unsure of the wedding. I would call the Essex County Parks Commission.
You can have you wedding ceremony there definitely but you have to ask for Permission.
At the very end of the park, they have a resource center, go there and inquire. Nevertheless, it would be a beautiful place to have your nuptials, if the weather permits.
