Yes, we do assist you if you are not from here. We do try to find the best support system for you or reconnect you with family if possible. We do have "rules" in an effort to keep everyone safe. The bottom line is- do you want help, do you want to change your direction and will you work hard on your action plan?
Yes and no...they prefer to ship you off to somewhere else if possible. If your stuck here, if they have room, you can stay depending on circumstances and who your case mgr is. Very regimented place.
