No strollers but a backpack carrier would be perfect depending on the age
The trails are not stroller friendly but the campground is. The waterfalls are easy hiking though not far from the beginning.
If you take the far end of the Old man's cave/Visitor Center parking lot, you can see the upper falls pretty easily. Farthest from the visitor center. Ash Cave is fully stroller friendly until you get to the sandy part in the cave.
There are a few places where it would be unsafe to have a baby with you .. you would have to be extremely careful, especially if has rained in the recent past. There are steps that make it stroller unfriendly and if the baby carrier restricts your vision or upsets your balance ...
Safe to bring baby yes stroller access most are not use a front chest carrier or a back baby carrier would work
There is stroller access in the following areas: Ash Cave-lower trail has an asphalt walking area to the seasonal waterfall. Conkle's Hollow Nature Preserve also has an aslphalt lower trail. The Hocking Hills Visitor Center at Old Man's Cave has stroller access (and elevators). Cedar Falls has steps, but can be accessed by walking. All the park areas have cliffs and upper trails not suitable for children who are walking including Old Man's Cave--please use caution when using a backpack/frontpack carrier as it can cause balance issues adding the weight of a child, expeically one who is shifting to take in a view!
