They are barking for a reason. The shelters are really full. If they are pure bred, you might find a specific breed rescue. Dogs require alot of attention, specifically daily walks like 30-45 mins. You can hire a dog Walker, just refrain from trying different breeds looking for a different outcome. Best of luck.
