It's a Felony to leave a dog or cat on premises of the HUMANE Society..Cuz like she said n myself leaving a dog or any animal out in the freezing weather is against the law...And leaving any animal tied to a tree or any where outside or backyard ...front yard tied to anything YOU will get caught cuz its animal a Cruelty n abuse or abandon!!
If there is not shelter for the dog to be able to get out of the weather or the temp falls below a certain low, a person who has not complied can be charged, fined, or even sent to jail. Tying a dog to an animal shelter's doors or fences is a criminal offense called abandonment and is also punishable by law. Don't try it --- they have CCTV all around the premises to stop that sort of thing.
