It is open to the public right now but the last time I went I had to call and make an appointment to be able to get in. You may want to look up Hall County tag office or Tax Assessor's Office to check to see if you need an appointment.
You can call to setup an appointment. They usually give them within 30 minutes to an hour if you call early in the morning. If you show up without an appointment they may see you if they're not busy at the moment.
